Medical Insurance Drug Admission:A Comparison of Mini-HTA and RHTA

Abstract
Objective To compare the applicability of two health technology assessment(HTA)methods in the access of drugs to the National Essential Medical Insurance,Work-Related Injury Insurance and Medical Insurance Drug List(referred as the Medical Insurance Drug List).Methods Chinese literature related to HTA was retrieved from CNKI,Wanfang and VIP databases,and the retrieval time limit was from January 1,2020 to May 22,2023 respectively.The evaluation systems of mini health technology assessment(Mini-HTA)and rapid health technology assessment(RHTA)were systematically sorted out and analyzed,and the applicability of the two methods was compared.Results The evaluation system of Mini-HTA includes five first-level evaluation indicators:drug characteristics,effectiveness,safety,economy and other attributes,and the corresponding 6,1,4,7 and 5 second-level evaluation indicators,with relatively fixed weights.The evaluation system of RHTA includes three first-level evaluation indicators:effectiveness,safety and economy,and the corresponding 132,4 and 10 second-level evaluation indicators,which can more comprehensively reflect the quality of drugs.Conclusion Mini-HTA is more suitable for the pre-access assessment of drugs in the Medical Insurance Drug List,and RHTA is more suitable for the re-evaluation of drugs in the Medical Insurance Drug List.关键词
