国有企业的双重目标与双轨治理研究综述与展望
摘要
Abstract
State-owned enterprises(SOEs),as vital pillars of the national economy,not only provide competitive goods and services to the market but also supply public goods to the nation and society.The dual nature of SOEs,being both"state-owned"and"enterprises,"determines their dual objectives.That is,the economic objective primarily aims at market competition and the public objective primarily aims at public services.These dual objectives,in turn,necessitate the dual-track governance mechanisms of SOEs,namely,the market-oriented governance mechanism and the governance mechanism led by the administrative authority.This paper reviews the literature on the dual objectives and dual-track governance of SOEs from three perspectives,including the dual objectives of SOEs and their coordination,the dual-track governance of SOEs and their coordination,and how the dual-track governance is endogenously rooted in the dual objectives.The paper provides references for accurately understanding the functional positioning of SOEs and scientifically evaluating their investment value and social value.In addition,the paper provides insights into SOE reform,identifies gaps in existing research,and suggests directions for future studies.关键词
