基于"双修"和"双碳"背景的城市棕地再生价值核算
Value accounting for city brownfield regeneration based on"ecological restoration,urban repair"and"carbon peak,carbon neutrality"
摘要
Abstract
Based on the theories of economics,ecology,and resource management,an ecological-social-economic value coupling accounting system was established.Combining with the regeneration process of the former Beijing Orient Chemical Plant into the Urban Central Green Forest Park,the carbon neutrality potential of adopting near-natural solutions for risk management and control and ecological restoration,as well as the multi-dimensional synergistic effect of urban brownfield regeneration,was explored.The research found that:(1)Ecological restoration and function enhancement are the primary goals of urban brownfield regeneration.Near-natural solutions could not only significantly improve the soil environment and eliminate pollution risks,but also continuously enhance the ecosystem service functions such as carbon sequestration and oxygen release,hydrological regulation,and biodiversity.Among them,the carbon sequestration capacity contributed an ecological value of 9.0388 million yuan per year with the highest proportion of 28%,achieving carbon neutrality.(2)Social value was the core function of brownfield landscape remodeling and played an important role in cultural promotion,educational research,tourism and leisure,and landscape appreciation.Its proportion in the total value increased year by year,and it was predicted that in the fourth year after the park opened,it would exceed the ecological value and economic value,and the contribution rate would increase to 51.71%.(3)The governance and regeneration of urban brownfields had a significant effect of premium and value increase on the surrounding properties.Under the laws of the land and real estate market in Beijing,the landscape premium rate of the park was as high as 9.57%,and the economic value creation ability of brownfield regeneration accounted for 77.18%of the total value accounting in the first year after the park opened.Although the proportion was relatively high in the short term,it was predicted that in the fourth year after the park opened,it would be surpassed by the social value.Near-natural solutions were an effective path for brownfields to be reintegrated into the urban organism and to realize the value of ecological products of land resources under the guidance of the carbon neutrality goal,which had important decision-making reference value for the regeneration design and sustainable development of urban brownfields.关键词
