Abstract
As the core area for the coordinated development of Beijing-Tianjin-Hebei and the construction of Xiong'an New Area,the Haihe River Basin plays an important role in water disaster prevention,water resource protection,water ecological restoration,and water environment governance for the sustainable development of the region and even the whole country.This article is based on the deployment of"comprehensively implement the rule of law"and"comprehensively building a socialist modernized country on the track of rule of law"proposed at the 20th National Congress of the Communist Party of China.It systematically analyzes the current situation and problems of management in the Haihe River Basin,demonstrates the necessity and feasibility of comprehensive legislation in the basin,and proposes an institutional framework with ecological priority and systematic governance as the core.Research has shown that current laws and regulations have deficiencies such as insufficient coordination and weak operability.It is urgent to fill institutional gaps through watershed legislation,strengthen cross regional collaboration,and promote rigid constraints on water resources and ecological protection.This article provides both theoretical foundations and practical path for the rule of law governance in the Haihe River Basin.关键词
