Abstract
Through an in-depth analysis of the natural conditions,socioeconomic status,and water resource situation of the Haihe River Basin,as well as a review of typical cases of inter-provincial water-related disputes,this study reveals the current state,existing problems,and root causes of frequent conflicts in water-related administrative dispute mediation.Based on these findings,legislative recommendations are proposed,including establishing a responsibility system for resolving inter-provincial water disputes,improving mediation mechanisms,implementing preventive measures for dispute resolution,and leveraging the role of the River Chief and Lake Chief systems.These suggestions aim to advance the rule of law in coordinating water-related administrative disputes in the Haihe River Basin,ensuring stable water management order and sustainable socioeconomic development.关键词
