碳中和政策的国际比较及其对中国的启示
International Comparison of Carbon Neutrality Policies and Their Implications for China
摘要
Abstract
A scientifically sound and effective carbon neutrality policy system serves as the fundamental guarantee for countries to actively address cli-mate change.From the perspective of policy text analysis,this study constructs a three-dimensional framework of"tool-scenario-subject"to analyze the structural characteristics and underlying logic differences between Chinese and international carbon neutrality policies.The findings reveal that China's carbon neutrality policy system comprehensively employs three basic policy instruments:supply-side,environmental,and demand-oriented tools,which align with the roles and functions of three carbon reduction subjects(government,market,and societal entities).These policies cover key scenarios in-cluding carbon reduction,carbon neutrality,carbon-negative technologies,and digital carbon neutrality.However,challenges persist,such as imbal-anced combinations of policy instruments,insufficient support for carbon-negative technology policies,and limited functional capacities of market and societal subjects.In contrast,most foreign policies prioritize environmental and supply-side instruments while neglecting demand-oriented tools.Carbon reduction and carbon-neutral technologies dominate policy agendas in economies like the United States,whereas carbon-negative technologies and digital carbon neutrality solutions face significant policy gaps.Based on these insights,this paper proposes three recommendations for China:optimize bal-anced deployment of policy instruments to synergize supply-side promotion,environmental facilitation,and demand-side stimulation;occelerate R&D and large-scale deployment of frontier technologies such as hydrogen energy,biomass energy,and carbon capture,utilization,and storage;enhance functional synergies among government,market,and societal subjects to unlock the full potential of diversified carbon reduction stakeholders.关键词
