The Whole-process People's Democracy Empowering Rural Governance Modernization:Possibilities,Necessities and Pathways

Abstract
The modernization of rural governance is an integral component of Chinese-style modernization.Whole-process people's democracy,a dis-tinctive democratic paradigm under Chinese-style modernization,serves as an institutional catalyst for integrating grassroots participation into rural gov-ernance practices.From the perspectives of functional positioning,intrinsic logic,and practical implementation,this democratic model injects dynamic impetus into rural governance modernization through three synergistic mechanisms:cultivating"new-type farmers"through empowering villagers and strengthening communities;establishing standardized governance frameworks via institutionalizing procedural norms;opening up new horizons through fostering multi-stakeholder collaboration.To operationalize these principles,we should enhance quality and efficiency,refine accountability mecha-nisms among governance actors,embed democratic practices within the"triple governance"system to form a win-win situation,activate vitality through unleashing endogenous dynamics.To empower the rural governance,we should exert the institutional comparative advantages through deepening these governance innovations.关键词
