Abstract
In response to the complexity of project acceptance for addressing historical issues in the resettlement of Yantan Hydropower Station reservoir area in the Hongshui River basin,this study proposes and implements a multi-dimensional collaborative acceptance model.This model systematically resolves core challenges in the acceptance process such as significant discrepancies in investment scales,scattered project distribution,and missing historical archives,through innovations including a dual-track parallel process of"administrative acceptance+technical acceptance",full participation of expert panels,and a deficiency-tolerant acceptance mechanism.The research demonstrates that:The collaborative mechanism combining administrative leadership and technical support significantly enhances acceptance efficiency while ensuring funding compliance and project effectiveness;The deficiency-tolerant acceptance mechanism,operating under a pledge system to supplement missing materials,balances project timelines with risk management;Standardized acceptance procedures and professional training for resettlement officials have established replicable acceptance standards.This study provides Guangxi's"procedural-technical-institutional"triple-innovation experience for addressing reservoir resettlement legacy issues in karst regions of southwest China,offering valuable references for acceptance inspections in cascaded hydropower development resettlement projects.关键词
