摘要
Abstract
Long-term compensation and resettlement represent a novel approach distinct from conventional resettlement methods.Focusing on Changzhou Hydropower Complex Project, this study systematically investigates the implementation process, compensation criteria adjustments, outcomes, and challenges of long-term compensation and resettlement through field investigations, comparative data analysis, and case studies.Findings reveal that this approach significantly alleviates pre-project financing pressures, facilitates resettlement implementation, reduces operational complexity, and enhances livelihood security for displaced populations, making it an optimal strategy for regions with insufficient arable land. However, challenges such as rapid escalation of land productivity benchmarks and misconceptions among affected populations necessitate further policy refinement. The research outcomes provide actionable insights for resettlement practices in similar hydropower projects and empirical evidence for policymaking.关键词
