Policy Practices and Suggestions on State-Owned Assets Management in New Kinds of R&D Institutions:a Case Study of Guangdong Province
摘要
Abstract
The state-owned asset management mode of new kinds of research and development(R&D)institutions directly affects the innovation vitality of researchers and managers.This paper studies the state-owned asset management methods of new kinds of R&D institutions in China,sorts out the relevant policies of state-owned asset management of new kinds of R&D institutions in China and major provinces,summarizes the typical experience and practices of Beijing,Jiangsu Province,Hefei,and other places,and puts forward countermeasures and suggestions such as promoting the reform of mixed ownership,delegating management authority,optimizing management methods,and improving the management system in view of the problems existing in practice,so as to provide reference for the implementation of a more flexible state-owned asset management system in scientific research institutions.关键词
