Research on Configuration Path of the Factors Influencing Open Utilization of Public Data Based on the Theoretical Framework of Technology-Organization-Environment

Abstract
In the era of digital economy,exploring the multiple influencing factors and its configuration paths of open use of public data is conducive to unleashing the potential value of data,improving the e-government capabilities of government departments,and promoting the high-quality growth of the digital economy.Based on the theoretical framework of technology-organization-environment(TOE),this paper constructs a theoretical framework of influencing factors for the open utilization of public data.Taking 31 provinces of China as the research object,the paper uses the fuzzy set qualitative comparative analysis(fsQCA)method to analyze the configuration paths,and generates three high-level configuration paths for public data open utilization,which are comprehensive development,technology-organization-driven,and technology-environment-driven.Based on the results,the paper proposes countermeasures such as increasing investment in technology research and development,improving data standards and specifications,promoting data authorization and operation,and strengthening the coordination and linkage of elements,so as to provide a reference for improving the level of open utilization of public data in different regions according to local conditions,and promote the efficient use and value realization of public data.关键词
