规范化政策对合作社发展质量的影响研究
The Impact of Normative Policy on the Quality of Farmers'Cooperative Development:Empirical Analysis Based on County Panel Data

Abstract
In the context of the whole-county promotion action for quality improvement of farmers'professional cooperatives,it is significant to evaluate the quality of cooperative develop-ment at the county level.Based on the data from the 2013-2022 China Agricultural Research Da-tabase,this paper examines the impact of the cooperative normative policy on the development quality of cooperatives at the county level in China.The paper finds that(1)cooperative normative policies can effectively reduce the number of"shell cooperatives".(2)With the introduction of strengthening policies,cooperative strengthening policies can significantly increase the number of model cooperatives.(3)Mechanism analysis shows that the normative policy improves the reputa-tion of cooperatives by reducing the number of administrative penalties,which helps to improve the social benefits of cooperatives,but the driving effect on farmers is not obvious.The strengthened policy enhances the economic efficiency of cooperatives by increasing the total operating income and surplus of cooperatives.(4)The impacts of normative and strengthening policies on coopera-tives of different types and different regions are heterogeneous,and strengthening policies have a greater impact on farming cooperatives.This paper comprehensively reflects the impact of normative policy and strengthening policy on the development quality of cooperatives at the county level,which provides a realistic basis for the formulation of relevant policies and plays an important role in the high-quality development of cooperatives.关键词
