Innovation Evaluation of Academic Papers from the Perspective of Pre-and Post-Publication Peer Review

Abstract
Peer review of academic papers includes pre-publication peer review and post-publication peer review.The former is mainly reflected through the review opinions before the publication of the paper,and the latter is reflected through the citation relationship after the publication of the paper and the dynamic evaluation of the open peer review platform.Most of the existing peer review studies focus on the evaluation of individual indicator such as novelty,impact,or subversiveness of academic papers.In order to review and evaluate the innovation of academic papers more comprehensively and objectively,this paper proposes an evaluation model for innovation of academic papers that combines pre-publication review opinions and post-publication citations.Firstly,the innovation sentiment index of the pre-publication review opinions of the paper is constructed and calculated.Secondly,the citation relationship index after publication is constructed and calculated.Then,the innovation indicators before and after publication are plotted as scatter plots on a two-dimensional plane.Finally,an innovation evaluation model of academic papers based on regional division is constructed.An empirical study is conducted using ICLR conference papers as an example.The empirical results show that the results obtained by the model are basically consistent with the results of the annual excellent paper recommendation of the ICLR,which verifies the effectiveness of the method.关键词
