Abstract

In order to explore the selection mechanism of collusion behavior of tenderers and bidders un-der different qualification review methods,this paper constructed an evolutionary game model between the sub-jects of bidding and tendering based on evolutionary game theory,and analyzed the selection mechanism,evolu-tionary stability and influencing factors of the colluding strategies of the two players.MATLAB was also used to simulate the dynamic evolution process of both sides and the process of parameter adjustment affecting the strategy selection of both sides.The results show that the stability of both sides in the game is negatively corre-lated with the cooperative benefits of the two parties and the bidding cost of the tendering under the post-qualification examination,and positively correlated with the collusion cost of bidders,the bidding cost of tender-ers and the proportion of income distribution of tenderers under prequalification.It is suggested to reduce the synergistic benefits of the two parties and the bidding cost of the tenderer under the post-qualification exami-nation,increase the collusion cost of the bidder under the pre-qualification examination and the bidding cost under the pre-qualification examination,in order to effectively curb bidding collusion behavior.
