Analysis on the Measurement and Obstacle Factors of Basic Public Service Level

Abstract
Taking 35 major cities in China as the research object,this paper uses entropy weight TOPSIS method to measure the basic public service level of each city and makes a comparative analysis,then adopts Dagum Gini coefficient to measure the re-gional differences of basic public service level,and uses coefficient of variation and Theil index to test the reliability and robust-ness of the measurement results.Finally,on this basis,the paper establishes an obstacle degree model based on the optimal values to analyze the obstacle factors affecting the balanced development of basic public services.The results are shown as the following:During the study period,basic public service levels show an upward trend,with a distribution pattern of"eastern region>western region>central region",and significant disparities within the western region.The overall regional differences in basic public ser-vices primarily stem from inter-regional disparities,with basic education and ecological environment services exhibiting higher equalization levels among all categories.The analysis results of key obstacle factors indicate that cultural,technological and infra-structure services are weak links in achieving balanced development of basic public services.关键词
