摘要
Abstract
To achieve agricultural modernization,agricultural technological innovation must be placed at the core.As two important forces in agricultural technological innovation,the merger of agricultural universities and research institutes has attracted much attention.This paper discusses the predictability,goal orientation,and guidance of the merger from the perspectives of theoretical logic,historical logic,and practical motivation.Through the merger cases of Northwest A&F University and Shanxi Agricultural University,it analyzes the existing problems in the merger process,such as the inefficient operation of the agricultural technological service mechanism and the short-term use of financial funds.Furthermore,this paper explores the causes of these problems from the dimensions of the special attributes of agriculture,historical evidence,and the positioning differences between universities and research institutes.The research indicates that at the current stage,the merger of agricultural universities and research institutes is not the optimal choice.The key lies in achieving synergistic development through scientific division of labor and optimal resource allocation.Based on this,the paper proposes a forward-looking strategy for the phased development of agricultural universities and research institutes:in the basic capacity building stage,optimize the supporting mechanisms for technological innovation;in the partial integration promotion stage,guide the rational flow and allocation of innovation resources;in the comprehensive and deep integration stage,scientifically establish agricultural research institutions according to ecological zones.The research aims to provide theoretical basis and practical reference for enhancing the national and regional agricultural technological innovation capabilities and constructing a comprehensive agricultural higher education and technological innovation system.关键词
