新时代培养"新农民"的路径与政策创新
Research on the Path and Policy of Cultivating"New Farmers"in the New Era
摘要
Abstract
Cultivating new types of farmers and enhancing the accumulation of rural human capital are pivotal for fostering new agricultural productivity and achieving comprehensive rural revitalization.Presently,the training of"new farmers"faces three primary challenges:inadequate policy implementation,inconsistent quality of education and training,and a lack of willingness and enthusiasm among farmers to participate,coupled with a mismatch between training content and actual needs.Drawing on international experiences,the cultivation of new farmers can be advanced by improving the agricultural education and training system,reinforcing technical support,promoting cooperative development,enhancing legal protections,and increasing policy support.To elevate the quality of training,it is essential to integrate educational and training resources,strengthen industry-academia-research collaboration to align training content with practical needs,innovate online and offline training modes to enhance effectiveness,and foster international exchanges and cooperation to learn from successful global practices.The government should innovate policies in agricultural education and training,encourage farmers'participation,provide incentives and subsidies for new farmers,and bolster the development of farmers'organizations.关键词
