Discussion on principle issues and key systems for realizing the value of water ecological products
摘要
Abstract
Water ecological products are essential components and representative forms of ecological products.Based on research and practices on realization of water ecological product value,the significance and meaning of promoting the realization of water ecological product value are examined.It points out that promoting the realization of water ecological product value is a key measure for implementing Xi Jinping Thought on Ecological Civilization,a necessary requirement for implementing major national decisions and plans,a best practice of implementing Water Governance Perspectives Of Xi Jinping,and a key link in fostering intrinsic motivation for high-quality development in the water sector.It proposes to prioritize protection and green development as premise for realizing the value of water ecological products,putting people first and pursuing common prosperity,make full play of government leadership and market operation,take systematic planning as a key approach,and upholding principles and encouraging innovation as the focus.Furthermore,suggestions are made on main issues and mechanisms,including perfection of valuation,property rights,operation and development,and income distribution of water ecological products,so as to turn green mountains and lucid waters into gold and silver.关键词
