摘要
Abstract
With implementation of pilot projects of reservoir real estate registration,Zhejiang Province has explored ways of revitalizing the reservoir assets.By means of real estate registration,it may clarify the legal boundaries of project ownership and create a link between resources and capital.Moreover,the clarification of property rights helps to exploit advantages and potential value of water resources,and promote sustainable development of water economy.Based on practices of reservoir real estate registration and financing,efficiency increase and other water economic activities in Zhejiang Province,typical cases were summarized.Main problems such as overlapping of government-enterprise functions and responsibilities,lacking of specified legal terms and financial support and slow marketization process were found.With consideration to the new situation,suggestions are put forword,such as coordinating relationship between property rights and responsibilities,overcoming dilemma with development system,creating a diversified and prosperous business circle,and stimulating market vitality for investment,so as to further stimulate the vitality of reservoir property rights and boost water economy.关键词
