水经济发展规划编制技术探索与实践
Exploration and practice of water economy development planning techniques——taking Kaihua County of Zhejiang Province as an example

Abstract
Through systematic exploration following the"theoretical framework construction-technological research-practical verification"approach,this study defines the fundamental connotation and scope of the water-based economy.Focusing on core components including resource endowment analysis,status assessment,target positioning,spatial layout,development tasks,key projects,and policy mechanisms,it clarifies the content and technical roadmap for water-based economy development planning.The research particularly elaborates key technical aspects such as resource investigation and evaluation,industrial system design,and value transformation pathway development.A seven-dimensional investigation and evaluation framework for water-related ecological resource elements is proposed,along with two categories of water-based industrial systems and two major types of value conversion pathways.The adaptability of the planning methodology is empirically validated through a case study of Kaihua County in Zhejiang Province.The planning framework aims to provide a referential technical architecture for formulating top-level designs of water-based economy development plans across regions.Furthermore,practical recommendations are put forward to advance water-based economy development,including establishing dedicated coordinating agencies,deepening research on evaluation metrics and indicator systems,and improving institutional mechanisms for realizing the value of water-related ecological products.关键词
