Preliminary Exploration of Approaches for Social Forces'Participation in Cultural Heritage Conservation

Abstract
Based on public participation theory and China's cultural heritage conservation practices,this paper preliminarily explores the theoretical frameworks and practical strategies for social forces'engagement in heritage conservation.The study proposes that social participation should meet four core criteria:the protection of rights and interests,inclusivity of values,orderliness,and process-oriented approach.Through the analysis of representative case studies,this paper highlights existing issues such as fragmented participation mechanisms,inadequate rights protection,limited access and depth of involvement,while also examining solutions developed under specific conditions in existing practices.Four optimization strategies are put forward:building grassroots consultation platforms relying on grassroots self-governing organizations and social groups;cultivating participatory capacities through education;establishing systems to protect rights and interests to balance diverse interests;and promoting a governance model that integrates government leadership and social collaboration.The research highlights that social participation represents both a practice of cultural rights and a bidirectional empowerment process for heritage value transmission and social governance innovation,requiring systematic advancement in system design,capacity building,and cultural identity cultivation.This study provides theoretical references for the development of a pluralistic governance system for cultural heritage and offers insights into integrating conservation into social development.关键词
