Research on the Key Institutional Designs for Social Forces'Participation in Cultural Heritage Conservation
摘要
Abstract
Expanding the breadth and depth of social participation is of great significance for promoting the collaborative protection,innovative utilization,and sustainable development of cultural heritage.Based on legislative efforts,this article identifies and examines several key issues regarding the social forces'participation in cultural heritage protection of China at present,analyzes and explains the core issue of the lack of overall coordination between responsibilities and rights,and then evaluates the relationship between these issues and the current institutional designs.By drawing on and comparing the successful experiences of relevant international and domestic institutional system and policies,this article provides suggestions and references for developing effective supporting mechanisms,such as funding guarantee institutions,protection compensation institutions,support and incentive institutions,and volunteer service institutions.The article argues that we should continuously explore innovative institutional designs,gradually broaden the ways for social forces to participate in cultural heritage protection,fully mobilize the enthusiasm of multiple stakeholders,such as heritage property owners,protection custodians,and market entities.Laws and regulations provide the essential foundation for confirming the status of relevant institutional system and ensuring their implementation.关键词
