Quantitative Evaluation of China's Public Digital Cultural Service Policies:Analysis Based on Central and Local Policy Texts

Abstract
[Purpose/Significance]The policy of public digital cultural services is an important guarantee for modernizing the governance system and capacity in the cultural field.Quantitative evaluation of current policies can provide theoretical basis and decision-making support for the formulation and improvement of relevant policies.[Method/Process]The research object was 78 public digital cultural service policies issued by my country.The text mining method was used to generate a high-frequency word social network graph,which formed the basis for the construction of a PMC index model comprising 10 first-level indicators and 42 second-level indicators.Subsequently,10 public digital cultural service policies at varying levels were selected for quantitative evaluation.[Result/Conclusion]The results demonstrate that the overall design of the public digital cultural service policy in my country is relatively scientific and effective,and the policy quality is ex-cellent.Among them,Among them,6 levels are excellent and 4 levels are acceptable.In general,national-level policies are superior to municipal-level policies,which in turn are better than provincial-level policies.This is indicative of distinctive feature of"big at both ends and small in the middle".There are still issues with the lack of predictability and regulation in relevant policies,a relative lack of long-term planning,insufficient detailed content,and inadequate incentive guarantees.Ultimately,countermeasures and suggestions are proposed to im-prove China's public digital cultural service policies in terms of policy nature,policy timeliness,policy content,and incentive guarantees.关键词
