我国地方政府数字乡村政策的演化特征及量化研究
Evolutionary Characteristics and Quantitative Research on Digital Countryside Policies of Local Governments in China:Analysis of Policy Texts Based on The Provincial Level

Abstract
[Purpose/Significance]The construction of digital villages serve a strategic approach to rural revitalization and plays a key role in advancing the broader agenda of building digital China.This study aims to analyze the evolution of digital village policies and conduct a quantitative assessment of their characteristics.[Method/Process]Taking the digital countryside policy of local governments from 2018-2024 as the object,this study quantifies the digital countryside policy based on four dimensions,namely,policy theme,policy sub-ject,policy tool,and policy effect,and utilizes natural language processing,text mining,bimodal network anal-ysis,and the PMC index model to quantitatively study the digital countryside policy,and presents the results in a visualized manner.[Result/Conclusion]The study reveals that:(1)the theme of digital rural policy is clearly positioned and in-depth level by level;(2)the subject of digital rural policy presents an evolutionary logic from single-core text issuance to multi-core synergy;(3)the fitness of the goals and means of the digital rural policy tools is not strong;and(4)the short-term rating of the effect of the digital rural policy is good.This paper puts forward optimization suggestions from four aspects,namely,promoting the diversification of policy themes,strengthening the synergistic effect among policy subjects,optimizing the combined use of policy tools and establishing a dynamic evaluation mechanism,with a view to optimizing the policy system of China's digital countryside.关键词
