摘要

Abstract

The horizontal ecological compensation in river basins is an important system for alleviating the contradiction between ecological environment protection and economic and social development,improving the mechanism for realizing the value of ecological products,and promoting cooperative governance of ecological environment across trans-provincial river basins.The enactment of The Regulation on Ecological Protection Compensation marks a new stage of legalization for ecological compensation in China.The trans-provincial horizontal ecological compensation mechanism in the Yangtze River Basin has been explored and practiced for more than ten years,which has significantly improved the level of ecological environment governance across trans-provincial river basins.However,the mechanism still faces issues such as the two-way compensation mode deviating from the positive incentive function,the assessment index limited to the water quality,single compensation method,and unsound coordination mechanism.To break the barriers,we propose to clarify the positive incentive function of the horizontal ecological compensation in river basins,construct the assessment index system according to local conditions,explore diversified and market-based ecological compensation methods,and strengthen the coordination mechanism.
