Abstract
[Purpose/Significance]With the acceleration of globalization and the rise of the digital economy,new productive forces are driving the emergence of novel business models and creating diversified demands for intellectual property(IP).However,traditional IP think tanks in China commonly face challenges such as inad-equate research information sources,varying research quality,a lack of focus on industry frontiers,and limited international perspectives.In this context,exploring new types of think tanks has become increasingly critical to support the strategic development of a strong intellectual property nation.[Method/Process]Using the Guang-dong Zhongce Intellectual Property Research Institute as a case study,this paper analyzes its experiences and explorations in promoting the construction of civil think tanks.These include the establishment of diversified research directions,fostering close ties with the industry,and innovating think tank operational models.Based on Zhongce's operational practices,the paper identifies current challenges faced by IP think tanks,including the con-flict between independence and corporate management,insufficient participation in global IP governance,the dual challenge of supporting national strategies while reflecting public voices,and new risks arising from industrial transformation.[Result/Conclusion]To address these challenges,this paper proposes the following recommen-dations.First,optimize the balance between the independence of think tanks and corporate management,diversi-fying funding sources to ensure their long-term operation.Second,think tanks should deepen their participation in global governance and enhance collaborative efforts,thereby improving their comprehensive application capa-bilities and international influence.Third,strengthen support for the implementation of national strategies while effectively reflecting public voices to achieve a two-way interaction in policy recommendations.Finally,pursue continuous self-renewal to adapt to the rapid development of new productive forces and the challenges posed by industrial transformation.关键词
