我国炼油与化工装置安全风险管控法规标准体系建设研究
Research on the Construction of Safety Risk Control Regulatory and Standards System for Petroleum Refining and Chemical Plants in China

Abstract
China has become a major producer of oil refining and chemical products,with oil refining,eth-ylene,paraxylene and other production capacities ranking first in the world.The annual output of coal chemical products is about 30 million tons,converting nearly 112 million tons of standard coal.Safety production of oil refining and chemical plants is a social hotspot.Scientific management of safety risks is the fundamental meas-ure to achieve safety production,and the regulatory and standards system is the basic basis for risk management and control.Through data analysis and field research,it is found that China has basically established the regu-latory and standards system for safety risk management and control.By comparing the differences between do-mestic and foreign regulatory and standards systems,it is discovered that there are still prominent problems in China's regulatory and standards formulation and revision mechanisms,regulatory and standards content,and regulatory enforcement that need attention.Foreign regulatory and standards are more systematic,emphasizing the balance between safety and cost,as well as risk and performance requirements,reflecting the concept of whole-life cycle management;most of China's regulatory and standards are mandatory provisions,ignoring the balance between safety and cost,and the concept of whole-life cycle management is not strong.In view of the existing problems in China's current regulatory and standards,suggestions were proposed to improve the formu-lation and revision mechanisms of regulatory and standards,revise and perfect regulatory and standards,en-hance the scientific,rational and advanced nature of China's oil refining and chemical equipment safety risk control regulatory and standards,and improve the implementation and supervision of regulatory and standards.关键词
