The Multi-Scale Optimization Path for Low-Carbon Development of Land:Summary of Action Guidelines and Concrete Practices

Abstract
Against the backdrop of climate change,China proposes further optimization and adjustment of the land use structure and emphasizes the role of territorial spatial planning in supporting the goals of carbon peaking and carbon neutrality.The experiences in low-carbon development paths of land are summarized through three cases of different scales and types,namely,The United Nations Framework Convention on Climate Change(UNFCCC),the strategic plan to address climate change in the United States,the Portland in the United States and the Sino-Singapore Tianjin Eco-city,China.UNFCCC provides overall action guidelines and a basic guiding framework for the countries to mitigate climate change through land use.The United States focuses more on protecting the natural ecosystems and enhancing the system resilience in land use.The typical cities emphasize the efficient and comprehensive utilization of urban land and increasing green space coverage.The above guidelines and practices can provide useful experience for the low-carbon development of China's territorial spatial planning,especially for the low-carbon construction of its core element,land.关键词
