规划设计总控的多元实践及重庆两江四岸的创新研究
Diverse Practices in Master Planning and Design Control and Innovative Research on the Two Rivers and Four Banks Area of Chongqing

Abstract
With the shift of urbanization to stock renewal,the drawbacks of traditional planning"focusing on preparation and neglecting implementation"have been highlighted.Through systematic,dynamic and synergistic management,the general control of planning and design has become an innovative path to solve the problem of fragmentation of urban spatial governance.The paper systematically sorts out the institutional innovations in Beijing,Shanghai,and the Yangtze River Delta,and constructs an analytical framework of"institutional supply-technical support-implementation path".Taking 203 kilometers of shoreline along the Two Rivers and Four Banks of Chongqing as the empirical object,it reveals the implementation mechanism of"high-level coordination+dynamic assessment"under the complex landscape pattern.Through the study on the diversified practices in different areas,it is proposed that the innovation in the general control of the planning and design should focus on breaking through key bottlenecks,such as cross-departmental synergy mechanism,application of digital twin technology and the depth of public participation,etc.,so as to provide theoretical references and practical models for similar cities.关键词
