Abstract
Data resources are the core assets in the information age and play a crucial role in promoting economic and social development.This paper conducts research on the development and utilization of data resources,explores their basic concepts,classification characteristics,and governance frameworks,and designs scientific and reasonable rule mechanisms.The development and utilization of data should follow the principles of legality,transparency,fairness,and security,with the goals of improving data quality in the short term,unifying standards in the medium term,and constructing a global ecosystem in the long term.Through standardized management,multi-level governance,and a legal framework,issues such as privacy protection and data monopoly can be addressed.The collaborative efforts of the government,enterprises,and all sectors of society can effectively balance the exploration of data value and risk prevention and control,and promote the safe and efficient utilization of data resources.关键词
