Abstract
Methane emission reduction legislation in the European and American energy sector has made a significant progress.In 2024,the EU passed the EU Regulation on Methane Emissions Reduction in the Energy Sector(referred to as Regulation 2024/1787),which mainly includes monitoring and reporting of emissions from domestic assets,emission reduction measures from domestic assets,and emission management of imported products.The United States first enacted the Clean Air Act in 1970,implemented the Greenhouse Gas Reporting Program in 2009,and released the Waste Emissions Charge in 2024.From the perspective of legislative progress,the United States is faster than the European Union and its rules are more complete and operational.From the perspective of the scope of effect,the EU has already reflected extraterritorial effect,and the focus of US control is still on the domestic oil and gas industry.From the perspective of the contents,the U.S.pay more attention to advanced technology utilization and European Union focuses the construction of standards more.Compared to these aspects,China's progress lags behind in all aspects.It is recommended that enterprises in the energy industry actively take the initiation to reduce methane emissions,enterprises in the agriculture,waste and wastewater treatment industries organize and carry out forward-looking emission reduction research independently or led by the industry,the third-party technology and consulting services enterprises actively explore market space and seize the leading and advantageous position.In the short term,national methane emission reduction policies have not yet involved large manufacturing enterprises,and it is necessary to pay close attention to the progress of emission reduction in the value chain.关键词
