Review of the 2023 quota compliance in China's national carbon market and outlook for 2024 compliance

Abstract
The third compliance period of the national carbon market has been changed from fulfilling compliance obligations once every two years to once every year and the compliance work for the year 2023 was completed by December 31,2024.The completion rate,carbon price,and annual trading scale have all reached a historic high.Policy and market supply-demand dynamics led to two price peaks in April and November 2024,with trading volumes peaking in November and December due to quota allocation and settlement schedules.In 2024,the national carbon market's institutional framework was further refined and policy tool integration was strengthened.The carbon emission coverage expanded to include steel,cement,and aluminum smelting industries.Voluntary carbon emission reduction projects and credits were officially relaunched though new certified credits don't participate in the 2023 compliance.In 2025,the national carbon market is expected to become more active as the number of emission-controlled entities increases.Quota allocation will be crucial in influencing trading activity and concentration.The entry of additional certified voluntary emission reductions will offer more compliance options for these entities.The paper proposes the recommendations from both the industry and enterprise levels to facilitate compliance completion and boost market activity so as to support the 2024 compliance of the national carbon market.关键词
