Practical needs,institutional assumptions and key mechanisms for an infant and child care insurance system

Abstract
China's population development is facing a new situation,and the issue of infant and child care nursing has become the focus of social attention.Based on the dimensions of family structure change,increasing economic burden of childcare,insufficient supply of childcare resources,adjustment of birth policy,and women's career development difficulties,the paper argues the real demand for infant and childcare insurance system,and puts forward the concept of the system on the basis of the following ideas:to establish the core objective of safeguarding the demand for infant and childcare from 0 to 3 years of age,to set up a universal participation system covering all families of the appropriate age,to design the financing model of multi-party sharing,to design the treatment payment standard that meets the actual needs of families,to plan a multi-level service supply system,and to form a comprehensive and efficient supervision system.The paper focuses on breakthroughs in the operation of the system,and the design of a comprehensive and efficient supervision system.The paper focuses on breaking through the operational problems of the system,exploring the key mechanisms of financing mode,fund management,service supply,evaluation and supervision,and implementation guarantee,with a view to providing policy suggestions for building an infant and child care insurance system that suits China's national conditions,optimizing China's fertility support system,and promoting the long-term balanced development of the population.关键词
