The Impact of County-to-District Reform on the Real Estate Market

Abstract
The County-to-District Reform has had a remarkable effect on regional coordinated development and real estate market sta-bility in China.This paper systematically evaluates the comprehensive impact of County-to-District Reform on China's regional real es-tate market by constructing a theoretical model and institutional analysis framework while using the multi-stage PSM-DID method.The study finds that after the implementation of County-to-District Reform,the expansion of urban areas will affect the real estate market on both the supply and demand sides,which will lead to a differentiation trend of falling new house prices and rising stock house prices in the short term.However,in the long run,the County-to-District Reform has consistently boosted the new housing market and stock housing market.Through further analysis,it is found that the policy effect of reform on the eastern region,super megacities,and type Ⅰ megacities is more obvious,and it affects the supply of residential land,the number of permanent residents,and the level of public service in the cities from a supply side and demand side,respectively.Therefore,it is necessary to optimize and improve the standards for the establishment of urban municipal districts.It suggests leveraging policy tools to synergistically advance the County-to-District Reform and the transformation of real estate development models.关键词
