乡镇"全域三变":条件劣势村集体经济的共富之路
"Three Changes in the Whole Area",The Road to Common Prosperity of Rural Collective Economy in Disadvantaged Villages:Based on a Case Study of Lantian Township,Chengkou County,Chongqing

Abstract
Through theoretical evolution and case analysis of Lantian Township,this paper confirms the positive role of"three changes in the whole area"in solving the problem of widening gap of collec-tive economic development between"weak villages"with inferior conditions and"model villages",and refines the logic and realization mechanism of"three changes in the whole area"in promoting rural are-as with inferior conditions to strengthen collective economy and move towards common prosperi-ty.Research conclusions are as follows.(1)The"three changes in the whole area"takes the township as the basic unit of collective economic governance,and builds the mechanism of resource allocation,in-dustrial management,collective governance and fair distribution in the area as a whole,so as to effec-tively solve the realistic difficulties of small,scattered,scarcity,chaotic,poor and weak,and differentia-tion faced by each village in the"three changes"in disadvantaged areas.Improve the efficiency of factor allocation,industrial operation efficiency,collective governance efficiency,and effectively promote the coordinated development of all villages;(2)The"three changes in the whole area"reform is sys-tematic,and the planning and design of high-level overall planning and system integration,the guidance of party building and the promotion of the government,the improvement of the equity consideration of non-standard resource assets,the diversified co-governance and market operation,and the digitally-empowered property rights transaction and supervision are important guarantees for the effectiveness of the reform;(3)The experience of"three changes in the whole area"is of great popularizing value,and is mainly applicable to towns and villages with inferior conditions and weak collective economic founda-tion;(4)The consideration mechanism of non-standard resource assets in multi-level share cooperation and mixed operation,the collective financial system of cross-village share cooperation,and the supervi-sion system of collective economic platform companies still need to be reformed and improved at a higher level.The paper suggests handling the relationship between demonstration and common prosperi-ty,avoiding the Matthew effect of unfair policies.For the disadvantaged rural areas,it suggests promoting and deepening the"three changes in the whole area"reform.The paper suggests improving the cross-village collective economic management platform and supporting laws and regulations system,and im-proving the construction of relevant digital platforms.关键词
