Impact of Ecological Literacy and Environmental Regulation on Farmers'Participation in Pesticide Packaging Waste Management:Evidence from 1118 Households in Hebei Province

Abstract
Farmers'participation is the basis for improving the effectiveness of pesticide packaging waste management and promoting the construction of rural ecological civilization.Based on the interactive determinism,this paper constructs an analytical framework of"internal conditions-external environment-subjective behaviour",and adopts the OLS model,moderating effects model and the John-son-Neyman method to investigate the effects of ecological literacy and environmental regulation on farmers'participation in pesticide packaging waste management,and to analyse the mechanism and het-erogeneity.The study finds that ecological literacy and environmental regulation can significantly promote farmers'participation in pesticide packaging waste management,and environmental regulation has a moderating effect between ecological literacy and farmers'participation in pesticide packaging waste management;when there is functional overlap between ecological literacy and environmental regu-lation,the two are partially substitutes for each other in influencing farmers'participation in pesticide packaging waste management.After exploring the mechanism of action,it is found that the stronger the environmental regulation is,the more significant the moderating effect is,but the moderating effect is es-tablished on the premise that it is within the conditional effect interval.Heterogeneity test finds that there are significant differences between ecological literacy and environmental regulation on the pesticide packaging waste management behaviors of different government project areas and planting scale farmer groups,and farmers in government project areas and scale farmers are more inclined to im-plement management behaviors.The combined effect of environmental regulation and ecological literacy should be brought into play to promote the transformation of farmers from passive participation to active response.Based on the heterogeneity of farmers'endowment,targeted policy provision should be provid-ed.The structure of smallholder farmers'scale of operation should be optimized,and the role of indus-trial organizations should be strengthened as a driving force.关键词
