基于23个试点省市的长期护理保险非基本生活照护类服务项目的问题分析及优化策略
Problem analysis and optimization strategies for non-basic life care service items of long-term care insurance based on 23 pilot provinces and cities

Abstract
Objective:To summarize and generalize the implementation status of non-basic life care service projects in 23 pilot provinces and cities of long-term care insurance services in China,to compare and to analyze the existing problems,and to propose some optimization suggestions.Methods:By reviewing policies and literature,using content analysis and descriptive analysis,we extracted a list of non-basic life care service projects in pilot provinces and cities,and summarized the care service projects.Results:Among the 23 pilot provinces and cities for long-term care insurance,a total of 398 non-basic life care service projects were retrieved.After merging and sorting,a total of 54 projects were analyzed.Among them,7 projects had a provincial and municipal coverage rate of over 50%,while the rest did not reach 50%.There are differences in the naming of various projects among the 23 provinces and cities across the country.Conclusions:Totally 23 provinces and cities in China have inconsistent definitions and uneven coverage of non-basic life care projects,There are relatively few health promotion and traditional Chinese medicine services involved.It is suggested that the government should establish a standardized list of non-basic life care projects,clarify the relevant service connotations,integrate domestic non-basic life care projects,dynamically adjust the list of service projects,focus on the long-term development of long-term care insurance,and add health promotion and traditional Chinese medicine service projects.关键词
