Abstract
Under the current context of fuel demand persistently shrinking,industry regulations increasingly stringent,and accelerated restructuring of the industrial value chain,China's refining sector is grappling with prominent challenges such as structural overcapacity and insufficient international competitiveness.As the world's largest refining system,the domestic industry will face complex transitional challenges during the"15th Five-Year Plan"period(2026-2030),characterized by demand structure transformation and low-carbon production constraints amid the deepening implementation of green development principles.To achieve high-quality development in this new era,it is imperative to adopt market demand-oriented strategies,fully leverage resource endowment and processing advantages,advance supply-side structural reforms,and continuously enhance effective supply capabilities through product portfolio optimization and increased production of high-value-added products.关键词
