Abstract

China's petrochemical industry is currently undergoing a critical transition period,characterized by structural overcapacity in refining and a shortage of high-end chemical products,which constrains high-quality development.Under the"dual carbon"goals,carbon emission constraints are becoming increasingly stringent.Energy structure transition has emerged as an inevitable choice for the industry,with integrated refining and chemical production being regarded as a key direction for enhancing competitiveness.This paper explores planning strategies for refining and chemical projects based on core dimensions such as optimal processing scale,industrial chain value positioning,policy compliance analysis,and intelligent transformation pathways.In terms of capacity layout,projects should align with regional market demand to avoid inefficient redundant construction.Industrial chain optimization should focus on high-end chemicals and new materials to increase product value-added.Simultaneously,enterprises must closely monitor policy trends,including carbon tariffs and green finance,to ensure project compliance.These strategies can help petrochemical enterprises effectively address market and policy challenges,optimize resource allocation,and enhance core competitiveness,providing decision-making references for the high-quality and sustainable development of China's petrochemical industry.
