农业强国目标下农业生产要素政策供给及路径优化
Policy Supply and Path Optimization of Agricultural Production Factors with the Goal of Agricultural Powerful Country Construction

Abstract
The scientific and rational supply of agricultural production factors is an important means to improve agricultural production efficiency,promote agricultural technological innovation,and reduce agricultural production costs,which has profound significance for promoting the construction of an agricultural powerful country.This study examines the dynamic changes in China's agricultural production factor policies around five dimensions:land,labor,capital,technology,and digital,using qualitative research methods.The achievements in land quality protection,labor transfer and urbanization,extension of the radiation radius of fiscal support for agriculture,technology-driven grain security and digital empowerment of agriculture are outlined.To further promote China's transition from an agricultural giant country to an agricultural powerful country,related measures should be emphasized,including refining the arable land protection to solidify the foundation of an agricultural powerful country,refining labor transfer and employment policies to promote two-way flow of urban and rural labor,breaking through existing barriers in rural areas to promote the development of digital inclusive finance,innovating green agricultural technologies to improve the development of low-carbon agriculture,accelerating the comprehensive development of digital agriculture to explore digital sustainable development models and promote the comprehensive development of agriculture.关键词
