农户农业保险受偿意愿与支付意愿的差异性分析
An Analysis of the Disparities in Farmers'Willingness to Accept and Willingness to Pay in Agricultural Insurance

Abstract
Insufficient effective demand is a dilemma that cannot be ignored in the high-quality development of policy-based agricultural insurance.Based on the survey data of"one hundred villages and one thousand households"from Liaoning Province,this paper adopts the contingent valuation method to measure the farmers'WTA(willingness to accept)and WTP(willingness to pay)for the policy-based corn insurance,and applies the Tobit model to analyze the disparities and the influencing factors.The results show that the average value of farmers'WTA for policy-based corn insurance is 425.568 yuan/mu,which is close to theaverage production cost per mu.The policy-based agricultural insurance,which determines the amount of coverage by physical cost,cannot satisfy the WTA of the majority of farmers.As a whole,the mean value of the ratio of farmers'WTA and WTP for agricultural insurance is 51.003,and there is no asymmetric feature between the two.The proportion of agricultural income,the loss severity and the regional risk level are important factors affecting the disparities in WTA and WTP.The analysis shows that income effect,loss aversion effect and transaction perception effect explain the disparities.Heterogeneity analysis shows that the income effect and loss aversion effect are more pronounced for small-scale farmers compared to large-scale farmers.Accordingly,strategies like differentiated coverage,dynamic premium adjustment,and enhanced promotion and supervision of agricultural insurance are proposed.关键词
