农村公共体育服务治理效能提升的内在逻辑及实现路径
On the Internal Logic and Implementation Pathway for Enhancing the Governance Effectiveness of Rural Public Sports Services

Abstract
Through literature and investigation,this paper summarizes the current research status and practical obstacles of rural public sports service governance,which are manifested as:(1)weak government steering capacity which leads to poor articulation between supply and demand of public sports services;(2)deficiencies in cross-sector coordination which exacerbates geographical disparities in rural sports service provision;(3)narrow reach of precision services enabled by digital technologies which contributes to low perceived accessibility among rural populations.The study proposes the internal logic for improving the governance efficiency of rural public sports services:it is necessary to rely on the orderly and effective participation of residents throughout the entire process,from the starting point of governance to the results of governance,and through the measurement of subjective and objective indicators such as value orientation,governance goals,basic requirements,and implementation standards,a closed loop can be formed for improving the governance efficiency of rural public sports services.On the basis of this governance logic,a comprehensive path for improving the efficiency of rural public sports service governance has been proposed from different dimensions such as the growth of grassroots cadres,the integration of diverse supply entities,precise identification of demand,sound legal systems,and active and orderly participation of villagers.关键词
