Suspension Dilemmas and Breakthrough Strategies in the Implementation of Urban-rural Integration Development Policies:Based on the Analysis Framework of Structure-process-situation

Abstract
In the process of promoting the integrated urban-rural development,the efficient implementation of policies has become a prerequisite for deepening the effectiveness of urban-rural integration.Based on the theoretical foundation of structure-process and integrating the three-dimensional research perspective of policy implementation deviation,an innovative analytical framework of structure-context-situation is constructed.This paper deeply analyzes the potential problems in the implementation of urban-rural integrated development policies by taking the exploration measures of urban-rural integrated development in G District as a case study.The results show,the implementation of urban-rural integrated development policies faces the squeeze of vertical and horizontal in structure,namely vertical pressure and horizontal game;dragged by supply and demand in process,namely the difference in public service facilities and the poor interaction of elements;restricted by interest and emotion in context,namely the lifting of income expectations and the legacy of rural background.Therefore,it is necessary to adopt solutions such as coordinating the connection between elastic and rigid structures,balancing the supply and demand of services and factors,and expanding the scenarios of benefit sharing and policy sinking.关键词
