Heterogeneous Characteristics of Influencing Factors on Farmers'willingness Before and After the Withdrawal of Homestead Land and Policy Implications—Empirical Testing Based on Questionnaire Surveys and Case Interviews

Abstract
[Objective]To further clarify the influencing factors of farmers'willingness before and after the withdrawal of homestead land,and provide reference for targeted differentiated policies.[Method]Surveys and interviews with typical village cases in Anhui Province and Shan-dong Province were conducted in-depth,Logistic model was used to analyze the influencing factors of farmers'willingness before and after the withdrawal of homestead land,and corresponding policy recommendations were proposed.[Result]According to the analysis of the question-naire survey,the living conditions and differential demands of the elderly should be fully considered.Farmers had a relatively low level of un-derstanding of policies,and their sense of happiness had improved to varying degrees after the withdrawal of homestead land.The proportion of those who agree to the withdrawal of homestead land was also high.Considering the cost of living and living habits,farmers were significantly inclined to settle in their original residence,and the problems were concentrated in unfairness,opacity and low compensation standards.Farm-ers'awareness of rights protection was generally weak,and they still feel relatively satisfied,accounting for the vast majority.According to the analysis of typical cases in the community,the simplification of soliciting farmers'willingness,insufficient pre planning and the rush to a-chieve quick results in the work process were important reasons for the low willingness of farmers to promote the withdrawal of homestead land,which were mutually supported by the results of the questionnaire survey.Age,residential age,income type,whether living with the elderly,level of policy understanding and preference for lifestyle were all factors that affect the willingness of villagers to participate in the withdrawal of homestead land,and the direction of the influencing factors of farmers'willingness before and after the withdrawal of homestead land was gen-erally consistent.[Conclusion]It is suggested to improve the compensation standards for the withdrawal of homestead land to varying degrees and achieve corresponding fairness and justice from three strategic dimensions:rural social system,grassroots government,and individual farmers;establish a sound social security system for medical care,employment,housing,and other aspects after the withdrawal of homestead land;strengthen policy promotion and implementation,and create a favorable environment for policy implementation.关键词
