我国县城规划的学术政策演变趋势及其互动机制研究
Evolutionary Trends and Interaction Mechanisms of Academic-Policy in County Town Planning in China

Abstract
As a pivotal node in urban-rural integration,county towns have become the focus of academic and policy attention.Advancing their high-quality development is a topic that combines theoretical and practical challenge.Currently,the exploration of the interaction mechanism between academic research and policy formulation in county town planning remains inadequate.Previous studies have either focused on analyzing the effects of a single policy,exploring policy-oriented issues in specific aspects of planning,or summarizing the history and shortcomings of planning research.The academic research and policy documents related to county town planning from 1978 to 2023 to explore their mutual influence and interaction mechanism are analysed.The study has found that county town development has undergone three stages:initial exploration,developmental transformation,and new-type urbanization.Academic research has gradually deepened from urbanization,urban-rural relations,planning and construction,and county economies to new concepts and sustainable development in county town planning.Policy focus has shifted from physical infrastructure construction to technical practice and then to county town transformation and upgrading,along with new-type urbanization.There is a mutual relationship between academic research and policy-making,from leading ahead to closely connecting,and then to temporarily disconnecting under a problem-oriented approach.The dynamic evolution and underlying mechanisms of county town planning,facilitating the integration of academic achievements with policy practice are revealed.It provides theoretical references for subsequent research and decision-making support for policy-making,promoting high-quality and sustainable development of county towns and enhancing their role as key carriers in urban-rural integration.关键词
