摘要

Abstract

Under the background of accelerated urbanization and increasing shortage of land resources,how to improve the quality and efficiency of inefficient industrial land and optimize the allocation of resources has become an important issue in urban planning and management.Based on the background of stock development,firstly the characteristics and development process of inefficient industrial land are explained;secondly,taking Fangshan Park of Zhongguancun in Beijing as an example,the dilemmas faced by it in the management of inefficient industrial land are analyzed,and a full-cycle management system is built based on the concept of full-cycle management,i.e.,in the access stage,the mechanism of convergence between industrial positioning and planning is optimized.The land use efficiency is improved and the new indexes in the supply phase are guaranteed.The performance commitment and supervision mechanism in the supervision phase are also improved and the renewal and reuse of inefficient land in the adjustment phase and the introduction of market-oriented mechanism are promoted.The system aims to realize the efficient renewal and management of inefficient industrial land,providing a reference for the study of the full-cycle management of inefficient industrial land in the same type of industrial parks.
