Cyberspace Security in the Russia-Ukraine Conflict:The Chinese Governace Toward Global Co-Governace
摘要
Abstract
The cyberspace security issues caused by the cyberspace confrontation in the Russian-Ukrainian conflict highlight the necessity of conducting research under the consideration of the difficulty and urgency of global cyberspace security governance,and bring enlightenment to China's response to cyberspace security and global governance in theory and practice.This paper takes the cyberspace confrontation phenomenon of the Russian-Ukrainian conflict as the analysis basis,summarizes the impact of cyberspace confrontation on network security,enlightens the Chinese governance and global co-governance of cyberspace security.The Chinese governance is manifested as a governance paradigm centered on national sovereignty.By strengthening strategic deployment for data supremacy,contingency planning for critical information infrastructure,and high-level strategic planning for cyberspace public opinion security,it constructs a multi-dimensional governance framework and a robust cybersecurity system.Global co-governance emphasizes advancing the global governance of cyberspace security against the backdrop of power competition in digital technology by shared adherence to a unified vision of cyberspace security,collaborative construction of a cyberspace security governance architecture,and equitable sharing of critical cyberspace resources.Cyberspace security requires both the"Chinese governance"rooted in national capabilities to safeguard the baseline,and the"global co-governance"driven by international cooperation and normative innovation to break through impasses.关键词
