我国老年助餐服务可持续运营模式研究
Research on the Sustainable Operation Model of Elderly Meal Assistance Services in China

Abstract
This article aims to analyze in depth the operation model and sustainable capacity of elderly meal assistance services in China through com-parative case studies using YY city as an example,and provide reference suggestions for promoting the optimization of this livelihood project.The con-clusion indicates that China's elderly meal assistance services have formed a basic operational system,which is driven by demand,supported by gov-ernment assistance and diverse supply-side services,and underpinned by the configuration of hardware and software infrastructure.The system is imple-mented through the professional teams of communities and service institutions to connect supply and demand and deliver services.China's elderly meal assistance service models can be categorized into three main types with five subtypes.First,government-led models,such as the community-led self-built canteen and volunteer linkage model.Second,society-led models,including the central kitchen delivery model and the cooperation model with es-tablished catering businesses.Third,balanced government-society models,such as the community-based comprehensive elderly care center model and the community-centered five-community linkage model.The sustainable capabilities of elderly meal assistance services are reflected in the synergy of re-source support,organizational capacity,and value co-creation.The balanced government-society models have significant advantages in resource support and organizational capacity,while the government-led models possess higher social value and the society-led models have higher economic value.The overall sustainable operation of elderly meal assistance services relies on fully mobilizing the proactivity of multiple stakeholders,including the govern-ment,market,community,non-profit organizations,and volunteers.This is an emerging trend.Overall,China's elderly meal assistance services face challenges such as the need to refine policy support positioning,detail quality management standards,and enhance service professionalism and opera-tional sustainability.Future efforts should focus on clarifying policy targets for key support,strengthening industry supervision,prioritizing professional talent development,and improving sustainable operational capabilities.关键词
