Gradual Governance:An Analysis of the Policy Mechanism of Delayed Retirement Reform

Abstract
Taking the reform of delaying the legal retirement age as the research object,from the perspective of gradual governance,a framework of policy mechanism analysis with both theoretical innovation and practical guidance is constructed by centering on the key dimensions such as small ad-justment,flexible implementation,classified promotion and overall consideration,the internal mechanism and the practical path of gradual governance are explained in depth.The study found that the use of gradual governance concept to guide the reform of delayed retirement will help to make steady progress in the complex pattern of interests,resolve resistance,build consensus,and improve the pertinence,coordination and sustainability of the re-form.At the same time,the research also combines the theory of gradual decision-making with the concepts of adaptive governance and classified pro-motion to further enrich and develop the theory of gradual governance.In the process of formulating and implementing the reform policy of delaying re-tirement,we should adhere to seek progress while maintaining stability,strengthen risk awareness,strengthen policy coordination,respect the will of the people,strengthen the legal guarantee,and further enhance the forward-looking,coordinated and sustainable nature of policy supply.This study provides theoretical support and practical reference for actively coping with the aging of the population and promoting the modernization of the national governance system and governance capacity.关键词
