Innovation and Practice Optimization of Food Safety Liability Insurance Operation Mechanism:From an Actor-Network Perspective

Abstract
From the perspective of actor-network theory,food safety liability insurance is a translational practice driven by human actors such as government and relevant departments,food enterprises,insurance companies,social service organizations and consumers,and non-human actors such as ideas,laws,systems,policies,technologies,information and data,to promote the prevention of food safety risks.This process includes four stages:problematization,interessement,enrolment,mobilization.Establishing a collaborative governance mechanism for food safety risks is a crucial pathway to promote innovative development in the food safety risk governance system and enhance the efficiency and effectiveness of food safety governance.According to the"translational"practice of Ningbo Food Safety Liability Insurance Operation Service Center,a"value-subject-process"analytical framework is constructed to deeply analyze the generation and evolution mechanisms of food safety risk collaborative governance.This provides insights into the mutual supervision of multiple actors and the promotion of food safety risk governance.The study suggests focusing on three aspects:value isomorphism,subject integration and technology empowerment,so as to focus on food safety risk prevention,gather food safety risk governance forces,smooth the governance process,and promote the integration and reconstruction of actor networks.关键词
